Sex education is the act of informing younger and adult generations about everything they need to know about sex. Sex education is one of the most controversial issues in education, which has been floating on educational institutions since ages.Sex education is not just about sex. It includes other sensitive issues like sexual health, sexual reproduction, sexuality and others that parents often feel uncomfortable talking with their children. Therefore, it becomes the responsibility of schools to address this issue, and inform and educate students about it as much as possible.Often, sexual education in schools is considered as a recreational course rather than a serious issue. There are many pros and cons of sexual education being taught in the public schools.Pros of sex education in schools:- Classes are gender-exclusive. This saves embarrassment among students and teach them only what they need to know based on their gender.
– Properly taught, sexual education could become a regular and ongoing Human Anatomy and Biology complete with tests and grading that goes toward graduation credits.
– Students can be taught the correct terms of the reproductive system of sexually transmitted diseases and contraception birth instead of “street slang.”
– Myths surrounding sex can be dispelled (for example, can not get pregnant the first time).
– Studies show that many teenagers become sexually active before the inclusion of educational classes. Principles of inclusion of classes has been shown to help students stay or to abstain or at least be responsible if they are active.
– Proper education can have an impact on the prevention of sexual problems in adulthood.Cons of sex education in schools:- Students may still be subject to embarrassment or excitable by subject matter. This can make for out of control classrooms if students take to laugh or make inappropriate comments.
– Most education is taught as a brief interlude in physical education or health class. This is not enough time to relate effectively to serious material.
– Often, sexual education can go against moral or religious beliefs of an individual. Many schools do not teach abstinence-only, but to teach how to have sex safely, while many of the religious and family stress marriage before intercourse.
– Sex education is often seen as a “recreational” course and not a serious issue (this is a direct correlation with the fact that there are no grades or scores to be derived from class).
– Teachers are not always adequately trained to teach sexual education and may violate their own beliefs or morals on the subject rather than continuing with the facts.
– The attitudes of parents, educators and religious leaders in the community can make the stuff that vary from state to state or even school-to-school.
Importance of a Complementary Educational Agenda for DR-CAFTA
LAYING THE GROUNDWORKIn September 2000, the member states of the United Nations unanimously adopted the Millennium Declaration. That document served as the launching pad for the public declaration of eight Millennium Development Goals (MDGs) – which include everything from goal one of halving extreme poverty to goal two of providing universal primary education; all to be accomplished before the year 2015. Progress towards the first seven goals are dependent upon the success of goal eight – which emphasizes the need for rich countries to commit to assisting with the development of “an open, rule-based trading and financial system, more generous aid to countries committed to poverty reduction, and relief for the debt problems of developing countries.”1At first glance, the recent actions of Central American countries and the United States to liberalize trade seem to support, at least partially, successful realization of MDG Eight. However, upon closer examination, the picture blurs and the outcome seems uncertain.Following only a year of negotiations, the Central America Free Trade Agreement (CAFTA) or DR-CAFTA (as a result of its recent inclusion of the Dominican Republic), was signed by the governments of Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua and the United States in 2004. The agreement, committing each country to reduce its trade barriers with the other DR-CAFTA countries, was ratified by the United States Congress on July 28, 2005.2Rather than attempting to analyze all of the specific economic and social intricacies associated with liberalizing trade in Central America, this brief aims solely to cast light upon the overlap between countries’ efforts to implement the Millennium Development Goal Two/Education for All and their need to implement a complementary CAFTA agenda.Specifically, this document highlights the importance of educational priorities if economic development efforts are to be successful. The premise of the argument elaborated here is that without sufficient prioritized emphasis by Central American countries, multilateral organizations and targeted donor countries on a complementary agenda that directs resources towards education infrastructure, CAFTA will never succeed in assisting these countries in reaching an ever elusive state of “economic prosperity.” In fact, it may deter them from fully accomplishing the MDGs as well.CURRENT STATE OF EDUCATIONWith the need for collaboration between economic and educational efforts in mind, let us examine the current status of MDG Two implementation and broader educational reform in Central America:Over the past fifteen years, most Central American countries have implemented at least basic forms of educational reform. As a result, more children are entering school and spending more days and years enrolled than ever before. On an aggregate level, the larger Latin American and Caribbean region has made considerable progress toward the goal of universal primary education enrollment and according to the most recent UN Millennium Development Goals report, “Net enrollment rates at the primary level rose from 86 percent in 1990 to 93 percent in 2001. The region’s pace of progress in this indicator has been faster than the developing world average (which rose from 80 percent to 83 percent between 1990 and 2001). Net enrollment rates in 23 countries of the region (12 in Latin America and 11 in the Caribbean) surpass 90 percent.” 3 The reality is that, large scale disaster or other unforeseen event aside, all six countries are on target to reach the MDG enrollment targets.Unfortunately, progress towards the target of completing five years of primary education has been slower and few countries in the region can boast success in this arena. The lack of progress towards completion of this target is most directly related to inefficiencies in the education system and the socioeconomic conditions of poor children – both situations that result in high repetition and desertion rates and both situations that must be ameliorated if CAFTA is to succeed. Furthermore, while the number of children initially enrolling in school has increased, the poor quality of education throughout Central America is also certainly a factor in children’s failure to complete their primary education. Quality must therefore also be taken into account when considering educational infrastructure needs.While not necessarily relevant to MDG Two but quite possibly relevant from the CAFTA perspective of needing a skilled workforce, Central America’s educational woes most definitely extend beyond the primary school environment. In response to the recent Millennium Development Goals Report 2005, an Inter-American Development Bank representative wrote “It is difficult to avoid the impression that the countries of Latin America and the Caribbean are falling behind with regard to secondary education. Although this is not included in the MDGs, it is the single most important educational indicator separating upper and lower income groups in the region.” 4
When less than one third of a country’s urban workforce has completed the twelve years of schooling that your or I take for granted, how can they hope to compete in today’s technology-dense free trade environment?HISTORY LESSON -HAPPENING AGAIN?Upon an examination of the Mexico of today as compared to pre-North American Free Trade Agreement (NAFTA) times, a rise in the Mexican poverty rate over the last decade or so is apparent. Rather than being directly due to the implementation of NAFTA, it is more likely that this increase in the poverty rate is attributable to Mexico’s failure to simultaneously implement a complementary agenda; specifically, the inability of Mexico’s poorer southern States to improve their poorly trained workforce, infrastructural deficiencies and weak institutions in order to participate meaningfully in a liberalized trade environment. Rather than gain, the southern Mexican states lost even as the northern states benefited from the liberalized trade environment created by NAFTA.Dr. Daniel Lederman, co-author of the World Bank report entitled “NAFTA is Not Enough” (and issued ten years after NAFTA was originally enacted) explained in an National Public Radio (NPR) interview in 2003 that Mexico’s financial crisis in the 1990s was bound to deepen poverty there with or without NAFTA. Dr. Lederman said:Mexican income dropped in one year, 1995, by six percent. Wages across the board for all Mexican workers, on average, fell by 25 percent in less than a year…Still, NAFTA helped Mexico limit the damage, lifting per capita income at least 4 percentage points above where it would have been otherwise. The bottom line is, Mexico would be poorer without NAFTA today. Clearly trade alone won’t alleviate poverty. But if Mexico makes the right investments, especially in education, the next decade should be better. 5POTENTIAL FOR ECONOMIC SUCCESSAs was the case in Mexico, it is likely that the majority of households in Central American countries stand to ultimately gain from the price changes associated with removing trade barriers for sensitive agricultural commodities and other goods. However, in order for this to happen, as Dr. Lederman suggests above, each country must now make appropriate investments in development efforts (most especially in education) in order to guarantee an equitable distribution of the benefits of these efforts in the future.Simultaneously, it is of critical importance that each country provides for the needs of their most at-risk citizens. In order to guarantee that the children of these families are given the opportunity to be counted among those in school, countries must identify resources, both internally and externally, to provide incentives for families “to invest in the human capital of their children.” 6Examples of such incentives have been implemented through funding from the Inter-American Development Bank and several other organizations in Costa Rica (Superemonos), the Dominican Republic (Tarjeta de Asistencia Escolar), Honduras (PRAF), and Nicaragua (Red de Protección Social). Most immediately, these incentives (often in the form of conditional cash transfers) serve to increase food consumption, school attendance and use of preventive health care among the extremely poor. In the long run they are intended to assist with poverty and malnutrition reduction and to improve schooling completion rates. As reported by the IDB, “results are proving that it is possible to increase a family’s accumulation of human capital (measured by increased educational attainment and reduced mortality and morbidity) and, as a result, also raise potential labor market returns for the beneficiaries, as well as overall productivity. The programs have had a substantial positive long-term impact on the education, nutrition and health of its beneficiaries, especially children.” 7In the World Bank’s expansive document analyzing CAFTA’s potential impact on Central America, entitled “DR-CAFTA – Challenges and Opportunities for Central America” the authors repeatedly reference technology and emphasize the importance of a complementary educational agenda that is tied to each country’s stage of development and innovation. For example, “for those countries farthest away from the technological frontier -such as Honduras and Nicaragua– the best technology policy is likely to be simply sound education policy… in the more advanced settings of Costa Rica and El Salvador, where adaptation and creation of new technologies is more important, issues of education quality and completion of secondary schooling are more important.” 8 In fact, without ever making specific reference to the MDGs, the authors recommend that the former countries focus on the goal of achieving universal primary education while the latter countries focus their energy on expanding and improving secondary level education. Failing to do so is choosing failure in the open market.Ultimately, rather than seeing CAFTA as a first class ticket to a better economic end – with no strings attached, countries must acknowledge the critical importance of first implementing MDG Two – target three. This target, which says “by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling” 9 is a critically important step towards guaranteeing the emergence of a workforce that can respond to increased marketplace demand and evolving technologies. Without immediate investment in that future workforce via the education system, CAFTA will surely flounder and drag MDG Two along with it.Furthermore, as mentioned above, educational infrastructure must be put into place now that will not only guarantee a higher quality education but will also be made accessible and desirable to Central America’s most at-risk citizens. After all, based on Mexico’s experience, the likelihood of a positive outcome for both CAFTA and MPG Two is slim. Do You Know How to Be an Engaging and Highly Effective Educator?
Anyone can teach. We teach each other every day. For example, we give instructions to each other for such things as cooking, putting together furniture, and completing household other tasks. However, teaching someone is different than the process of educating someone. Consider the difference between informal learning and formal learning. An example of informal learning would be following a recipe to learn how to cook. In contrast, formal learning occurs within a classroom and usually is accompanied by evaluation and assessment. It may seem that teaching and educating are the same thing; however, the difference has to do with the place or context for learning.This is the same distinction can be made for teaching informally (giving instructions) and teaching students in a formal classroom environment. A person enters the field of education as a profession – either full time in traditional academic institutions or as an adjunct (or part time) instructor. The reasons vary for why someone would choose to be in the classroom. A traditional full time professor may likely be responsible for conducting research, teaching, and publishing scholarly work. An adjunct instructor may teach in a community college, traditional college, or an online school. When someone teaches students in higher education he or she may be called a facilitator, instructor, or professor. This is important as there isn’t a job with the word educator in the title.The questions I would like to answer include: What then does it mean to be an educator? Does it signify something different than the assigned job title? What I have learned through my work in higher education is that becoming an educator is not an automatic process. Everyone who is teaching adult students is not functioning as an engaging and highly effective educator. However, it is possible to learn how to educate rather than teach and that requires making a commitment to the profession.What Does It Mean to Teach?Consider teaching as part of the system of traditional, primary education. Those classes are teacher-led and children as students are taught what and how to learn. The teacher is considered to be the expert and directs the learning process. A teacher is someone who is highly trained and works to engage the minds of his or her students. This style of teacher-led instructional continues into higher education, specifically traditional college classrooms. The teacher still stands at the front and center of the class delivering information, and students are used to this format because of their experience in primary education. The instructor disseminates knowledge through a lecture and students study to pass the required examinations or complete other required learning activities.Within higher education, teachers may be called instructors and they are hired as subject matter experts with advanced content knowledge. The job requirements usually include holding a specific number of degree hours in the subject being taught. Teachers may also be called professors in traditional college classes, and those positions require a terminal degree with additional research requirements. For all of these roles, teaching is meant to signify someone who is guiding the learning process by directing, telling, and instructing students. The instructor or professor is in charge, and the students must comply and follow as directed. Here is something to consider: If that is the essence of teaching, is there a difference between that and educating students? Is the role of a teacher the same as that of an educator?What Does It Mean to be an Educator?Consider some basic definitions to begin with as a means of understanding the role of an educator. The word “education” refers to giving instruction; “educator” refers to the person who provides instruction and is someone who is skilled in teaching; and teaching is aligned with providing explanations. I have expanded upon these definitions so that the word “educator” includes someone who is skilled with instruction, possesses highly developed academic skills, and holds both subject matter knowledge and knowledge of adult education principles.Skilled with Instruction: An educator is someone who should be skilled in the art of classroom instruction, knowing what instructional strategies are effective and the areas of facilitation that need further development. An experienced educator develops methods that will bring course materials to life by adding relevant context and prompting students to learn through class discussions and other learning activities. Instruction also includes all of the interactions held with students, including all forms of communication, as every interaction provides an opportunity for teaching.Highly Developed Academic Skills: An educator must also have strong academic skills and at the top of that list are writing skills. This requires strong attention to detail on the part of the educator and in all forms of messages communicated, including anything written, presented, and sent via email. The ability to demonstrate strong academic skills is especially important for anyone who is teaching online classes as words represent the instructor.The use of proper formatting guidelines, according to the style prescribed by the school, is also included in the list of critical academic skills. For example, many schools have implemented APA formatting guidelines as the standard for formatting papers and working with sources. An educator cannot adequately guide students and provide meaningful feedback if the writing style has not been mastered.Strong Knowledge Base: An educator needs to develop a knowledge base that contains subject matter expertise, as related to the course or courses they are teaching, along with knowledge of adult education principles. I know of many educators who have the required credit hours on their degree transcripts, yet they may not have extensive experience in the field they teach. This will still allow these educators to teach the course, provided that they take time to read the course textbook and find methods of applying it to current practices within the field.Many schools hire adjuncts with extensive work experience as the primary criteria, rather than knowledge of adult learning principles. Those instructors I have worked with who do have a strong adult education knowledge base generally acquired it through ongoing professional development. That was my goal, when I decided on a major for my doctoral degree, to understand how adults learn so that I could transform from an instructor to an educator.Becoming an Engaging and Highly Effective EducatorI do not believe that many instructors intentionally consider the need to make a transformation from working as an instructor to functioning as an educator. When someone is hired to teach a class, someone other than a traditional college professor, they often learn through practice and time what works well in the classroom. There will likely be classroom audits and recommendations made for ongoing professional development. Gradually the typical instructor will become an educator as they seek out resources to help improve their teaching practices. However, I have worked with many adjunct online instructors who rely on their subject matter expertise alone and do not believe there is a reason to grow as an educator. For anyone who would like to make the transformation and become an engaging and highly effective educator, there are steps that can be taken and practices that can be implemented.Step One: Continue to Develop Your Instructional PracticeWhile any educator can learn through time on the job, it is possible to become intentional about this growth. There are numerous online resources, publications, workshops, webinars, and professional groups that would allow you to learn new methods, strategies, and practices. There are also social media websites such as LinkedIn and Twitter that allow for the exchange of ideas and resources within a global community of educators.You can also utilize self-reflection as a means of gauging your effectiveness. I have found that the best time to review my instructional practice occurs immediately after a class concludes. That is a time when I can assess the strategies I have used and determine if those methods were effective. Even reviewing end of course student surveys may provide insight into the perspective of my students.Step Two: Continue to Develop Your Academic SkillsI know from my work with online faculty development that this is an area of development that many educators could use. However, it is often viewed as a low priority – until it is noted in classroom audits. If an educator has weak academic writing skills, it will interfere with their ability to provide comprehensive feedback for students. For online instructors, that has an even greater impact when posted messages contain errors with spelling, grammar, and formatting. The development of academic skills can be done through the use of online resources or workshops. Many online schools I have worked for offer faculty workshops and this is a valuable self-development resource.Step Three: Continue to Develop Your Subject Matter ExpertiseEvery educator has subject matter expertise that they can draw upon. However, the challenge is keeping that knowledge current as you continue to teach for several years. The best advice I can offer is to find resources that allow you to read and learn about current thinking, research, and best practices in your chosen field. This is essential to your instructional practice as students can ascertain whether you appear to be current in your knowledge, or outdated and seemingly out of touch. Even the use of required textbooks does not ensure that you are utilizing the most current information as knowledge evolves quickly in many fields.Step Four: Continue to Develop Your Knowledge of Adult LearningThe last step or strategy that I can recommend is to gain knowledge about adult learning theories, principles, and practices. If you are not familiar with the basics there are concepts you can research and include critical thinking, andragogy, self-directed learning, transformational learning, learning styles, motivation, and cognition. My suggestion is to find and read online sources related to higher education and then find a subject that interests you to research further. I have found that the more I read about topics I enjoy, the more I am cultivating my interest in ongoing professional development. What you will likely find is that what you learn will have a positive influence on your work as an educator and will enhance all areas of your instructional practice.Working as an educator, or someone who is highly engaged in the process of helping students learn, starts with a commitment to make this a career rather than a job. I have developed a vision related to how I want to be involved in each class I teach and I recommend the same strategy for you. You may find it useful to develop teaching goals for your career and link your classroom performance to those goals. For example, do you want to complete the required facilitation tasks or would you rather put in the additional time necessary to create nurturing class conditions?After developing a vision and teaching goals, you can create a professional development plan to prompt your learning and growth in all of the areas I have addressed above. While this strategy may require an investment of time, it is helpful to remember that we always make time for whatever we believe is most important. Being an educator is not sustaining a focus on job functions, rather it is cultivating a love of what you do and learning how to excel for the benefit of your students. Becoming an engaging and highly effective educator occurs when you decide that teaching students is only part of the learning process, and you work to transform who you are and how you function, while working and interacting with your students.
